Filing a Complaint
Filing a complaint is a formal process by which a victim or witness of sexual misconduct reports an incident to an official authority such as a police officer, supervisor, manager or any member of the CAF; this complaint may lead to a formal investigation.
Military Members
Members of the Canadian Armed Forces can choose the most appropriate way to file a complaint from among the following options:
- Civilian police: To file a complaint with the civilian police, contact your municipal police department directly.
- Military police: To file a complaint with the military police, call 450-358-7099, ext. 668-7652. You can also contact the Canadian Forces National Investigation Service.
- Chain of command: You can also file a complaint with your chain of command. It's up to you to choose the person in your chain of command.
Civilian Members
Police: To file a civil police complaint, contact your local Police Department directly.
Administrative complaint: To file an administrative complaint, a report may be submitted to the manager. If the incident involves the manager, or if filing the complaint with this person creates discomfort, a complaint may be filed to a centralized DND unit called a “designated recipient.”
Reporting to your manager
- An incident may be reported verbally or in writing to your manager. To file a written complaint, the Notice of occurrence form must be provided to your manager.
Reporting through the designated recipient
- A verbal complaint can be made to the designated recipient's secure voice mailbox by calling 1-833-451-1604. A written complaint requires a Notice of Occurrence form to be sent to DesignatedRecipientHVP-DestinataireDesignedelaPHV@forces.gc.ca. This complaint can be made anonymously.
